You are wrong. Here you can find information for all municipalities of Serbia:
Population of Gora (Dragash) municipality:
91.68% Muslims (Gorani), 5.35% Albanians
Population of Medveđa municipality:
Serbs and Montenegrins (68.86%), Albanians (28.67%)
As for municipalities in Kosovo, according to 1991 census, Serbs were majority in 5 municipalities of Kosovo: Leposavić, Zvečan, Zubin Potok, Štrpce, and Novo Brdo. User:PANONIAN
