Disable CSS animations

@TheDJ: This gadget currently only disables jQuery animations. There's a suggestion by @Pcoombe at phab:T329118#8604912 to also disable CSS animations in a similar way to accessibility.less. Sam Wilson 00:18, 22 February 2023 (UTC)

As far as I know, u can only retrieve the reduce motion setting, you cannot set it via javascript. So unfortunately not possible i think. (Dark mode has similar problems, when u want to override it per site. U basically have to write the css twice, so that u can do it by class on body AND by listening to mediaquery.
