Neutral. Is sharp and has a nice colour composition, but I would preffer a female human arm as the base, for various reasons, but mostly because I find the hair somewhat distracting. Voting oppose and then soliciting that same image for VP is considered bad form. It doesn't bother me greatly, but I know that some people really dislike it and see it as harmful to the FPC process.
