Reason
The image quality is fine, but there is simply no context; the EV is not in any way clear. For this reason, it is not to appear on the main page. The meeting is not mentioned in any of the three articles- the image isn't really adding much, and the articles wouldn't be losing much if it was removed- it pretty clearly fails FPC#5, to my eyes. I am reminded of this image, which was opposed because of EV concerns. As an aside, with only three supporters not including the nominator, the nom would not be considered to have a consensus to promote today.

I'm not for applying current standards to previous promotions (e.g., 'wouldn't have enough votes today'), but indeed dubious EV, and frankly pretty poor composition - if a Wikipedian photographed and nominated this with contemporary notable figures it wouldn't stand a chance (additionally it seems Archibald Butt was only identified through some slightly questionable OR). It's always struck me as vaguely ridiculous that a picture can get promoted to Featured by three or four of those people and demoted again by another two or three.       • The official meeting of the gentlemen shown emphasises their respective roles and standing in society. It was among Bryce's duties to attend and mediate at official Presidential occasions that were relevant to Britain. It shows Baden-Powell's reputation and that even in its early days, the importance of the Scouting movement was being duly noted at the highest levels of public life and administration. It also may be one of the last photographs of Butt (presidential aide, hence appropriate for the photo), who boarded the Titanic in 1912, with fatal consequences.
