Using outdated data from CBO several months before passing of the bill, this is the low end estimate according to the source which was higher at the time of the passing of the bill. It contains no line for the high end estimate from the time the bill was passed, which is well above the actual unemployment. This is how I actually found this image initially. This is damaging to Wikipedia's reputation.

This same graph has been used by right wing extremists to claim that the ARRA has made the economy worse.
